The Health Resources and Services Administration (HRSA) is issuing a requirement entitled "HRSA Evaluation Studies Indefinite Delivery Indefinite Quantity (IDIQ)." The overall purpose of the HRSA Evaluation Studies IDIQ is to assist the organization with a variety of evaluation-related activities. The types of activities are organized into three (3) Domains. Activities within Domain 1 may include: (1) assessment of the effectiveness and efficiency of HRSA-supported programs-operations, outcomes, and performance; and (2) analysis of contextual/policy issues which may impact the effectiveness of HRSA-supported activities. Activities within Domain 2 may include: (1) determining and strengthening capacity for health and public health-related evaluation both within HRSA and among its programs/grantees and (2) providing technical assistance and training to build evaluation capacity among HRSA programs and HRSA staff to enhance both the ability of programs to conduct evaluation and the ability/capacity of HRSA to conduct evaluations on its programs. Activities within Domain 3 may include: 1) assessing and developing evaluation-related IT data systems both within HRSA and among its programs/grantees; 2) developing professionally-validated data linking algorithms to support program evaluation; and 3) information technology capacity development to support evaluation-related activities among small and medium sized public health organizations serving HRSA program/grant clients and/or program/grant areas. This will be a multiple award contract with three Domains. Domains One and Two is full and open competition and under NAICS 541611 and Domain Three is set-aside for small businesses and under NAICS 541512. The period of performance for the IDIQ shall be for a period of a base period of twelve (12) months with four (4) twelve (12) month option periods. The solicitation number 13-250-SOL-00005 and any documents relating to this requirement will only be available through the internet at www.fedbizopps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. Offerors are encouraged to sign-up, on the fedbizopps.gov website, for email notification of all actions relevant to this solicitation, and on the interested vendors list, also listed at the bottom of this announcement. The anticipated date for release of a solicitation will be on or around November 19, 2012. No questions will be entertained at this time. Once the solicitation is released, offerors will be given an opportunity to ask questions and answers will be posted to www.fedbizopps.gov.
