to support the Department of Health and Human Services (HHS), Administration for Children and

Families (ACF)

 

Scope

This acquisition is in response to the changing OGM/School Readiness structure and work assignment to ensure a smooth transition of oversight and funding of Head Start grant applications across the nation and will support ongoing operations based on the newly revised structure within OGM.

 

This PWS will provide OGM/School Readiness and OHS with specific deliverables that will enable the Government to determine whether or not the support contractor is efficiently carrying out their job. This contract support will improve OGM/School Readiness effectiveness and management of grants for ACF and OHS. In general, the Contractor shall:

 

(1) Provide grant specialist services professionally and efficiently in accordance with applicable laws, policies and regulations and as stated in this PWS.

(2) Perform the requirements of this contract independently and not as an agent of the Government.

(3) Provide OGM/School Readiness personnel who are knowledgeable of the HHS/ACF/OA/OGM requirements, background information on active grant agreements, and understand any applicable OGM technologies.

 

Successful delivery of services for OGM/School Readiness and OHS will require the capacity to analyze work processes and internal systems for effectiveness and efficiency; experience in developing written procedures outlining work processes; demonstrated background and training in accounting and/or financial management; and experience and knowledge of automated financial and program information systems. This acquisition encompasses Head Start grants administered by ACF and will entail collaboration and consultation with Regional Offices to identify and implement best practices for assuring optimum customer service; knowledge of, and experience with, the Head Start program and the Federal grants process, especially that of the Department of Health and Human Services (HHS); experience and knowledge in the administration of federal discretionary

grants, particularly grants funded under the Administration for Children and Families; experience in program analysis and evaluation, quality assurance and risk management, particularly as they relate to Head Start and other early childhood care and education programs.

 

Services

The contractor shall perform one or more of the following services and/or provide Order Level Materials for any subsequent BPA Orders issued from the resulting BPA.
