BCT establishes partnerships with business development programs to expand opportunities in 2003.

In an effort to leverage our history of high-quality product and service fulfillment, BCT will partner with various certification authorities including: corporate supplier diversity, state, federal and national to support BCT business development operations in fiscal 2003. BCT has obtained certification with two highly regarded New Jersey State programs during fiscal 2002, and additional applications are pending at the federal/national level. The certifications will fortify the BCT value proposition to current and potential customers.

BCT will strategically obtain certifications from various long-standing programs with proven reputations for working with small-competent organizations seeking to develop business. The certifications will be obtained with - state programs like the New Jersey Department of Commerce and Economic Development Corporation, and NJ Transit programs, as well as - federal and national programs like the federal 8a and the National Minority Supplier Development Council business development programs, and finally - corporate supplier diversity programs with Fortune 500 companies. Typically, the targeted certification processes require proof of a sound business model with adequate fulltime leadership along with proof of sufficient financial capacity to execute business for the previous two fiscal years. About The New Jersey Department of Commerce and Economic Development Minority Enterprise Certification Program - Attained
The Uniform Certification Program was established by the state of New Jersey to encourage the development of small, minority-owned and women-owned business enterprises. New Jersey's program provides a uniform and stringent procedure for certifying businesses owned by minorities and women to participate in public contract opportunities.

About The NJ Transit Disadvantaged Business Enterprise Development Program - Attained
NJ Transit has developed an application and certification procedure that follows the guidelines of the federal government's Disadvantaged Business Enterprise (DBE) Program. In order to be certified as a DBE/MBE/WBE, a company must meet the stringent DBE review standards.

About The National Minority Supplier Development Council Certification Program - Pending
The New York/New Jersey Minority Purchasing Council was established in 1973 as a vital link between major corporations and the minority business community. Serving the New York/New Jersey Metro Region, the NY/NJ MPC is one of 39 affiliates of the National Minority Supplier Development Council (NMSDC). The Council's Membership is made up of Fortune 500 Companies located in the NY/NJ region and committed to developing and utilizing minority-owned business as on-going sources of supply.

About The Federal 8(a) Program - Pending
The Small Business Administration's (SBA) 8(a) Program was created in 1974 to help minority and other small businesses to grow through federal contracting opportunities. The SBA facilitates this growth by building community-based small businesses, which in turn revitalizes neighborhoods, creates jobs, and encourages economic growth.
